Kampala is cheaper on twelve of twelve cost lines. The 95 dollar central rent gap and the 160 dollar family three bedroom gap compound across a 12 month lease into 1,920 dollars of preserved capital before tax. The Kigali premium is structural, off the foreign investor inflow at the Kacyiru and Nyarutarama corridor against the deeper Kampala supply pipeline across Kololo, Bukoto, Nakasero, and the Naguru axis.

The Ugandan shilling has held within 8 percent of the 3,750 to the dollar reference rate since 2024, with the Bank of Uganda intervention window keeping the structural volatility below the Rwandan franc that the National Bank of Rwanda has held within 5 percent of the 1,280 reference rate.
