Bangkok wins decisively.

Bangkok wins the index by 2.4 points on the back of stability, deeper salary ranges, the BTS plus MRT urban transit, working banking access, and the 78 long haul connection global hub at Suvarnabhumi. Yangon wins on rent by 52 percent and on grocery cost by 22 percent, but only after factoring the kyat black market rate. The recommendation favors Bangkok in 2026 for the foreign payroll resident on any horizon longer than 30 days.

The Bangkok metro carries 17.4 million across the 50 districts of the BMA; the Yangon Region carries 5.6 million across the 45 townships. Yangon is cheaper across 9 of the 12 cost lines on the informal market rate basis. The rent gap is the headline: a central one bedroom in Bahan, Sanchaung, Kamayut, or the central Downtown grid runs 440 dollars a month at the informal rate; the equivalent in Asoke, Phrom Phong, Thonglor, or Sathorn runs 920 dollars. The family three bedroom gap of 940 dollars a month compounds to 11,280 dollars a year. The 985 dollars all in Yangon single resident monthly against 1,420 dollars in Bangkok is the 31 percent headline saving on the informal rate.

The exceptions are utilities, internet, and public transport. Yangon utilities cost the foreign tenant more than Bangkok despite the lower MEPE (Ministry of Electricity and Energy) tariff, because the post 2021 power grid runs 4 to 10 hour daily blackouts on the central Bahan and Sanchaung catchment, forcing the 2.5 to 5 kVA diesel generator subscription at the 65,000 kyat band plus diesel fuel pass through. Yangon internet runs 3 times the Bangkok cost on the post 2021 sanctions impact on the wholesale bandwidth carrier roster, with the typical 200 Mbps Ooredoo or MyTel fiber line running 256,000 kyat a month. Bangkok wins safety across all 5 sub axes by margins of 0.4 to 2.4 points. The 7.4 overall score places Bangkok inside the global top 130 on safety; Yangon's 5.8 places it outside the global top 320. The gap reflects the post 2021 environment under the State Administration Council, the rotating curfew on the central Yangon townships at various times since 2021, the irregular checkpoint deployment on the Insein and Mingaladon road network, and the post 2021 detention of foreign journalists, NGO workers, and dual nationals under the 1975 State Protection Act. Both cities run a tropical climate with three seasons (hot February to May, wet June to October, cool November to January). Bangkok pays 190 to 203 percent more on the gross salary line for comparable mid level roles, reflecting the deeper private sector, the wider sector breadth, and the structural post 2021 Myanmar foreign corporate exodus. Thailand runs a progressive personal income tax with 8 brackets from zero to 35 percent, with the effective rate on the 30,000 dollar gross at 14 percent. Yangon runs the International School Yangon, the Yangon International School, the Lycee Francais International Joseph Kessel, and the Dulwich College Yangon (under post 2021 review). Tuition at the top tier sits 35 percent higher in Bangkok, but the Yangon international school enrollment dropped 55 percent post 2021.

Move logistics. The Bangkok customs clearance runs 10 to 21 days on the Laem Chabang port; the Yangon customs clearance runs 35 to 80 days on the Yangon Port (Thilawa) routing with the structural post 2021 sanctions screening overhead.
